Scope of Project

DPH is implementing a vendor hosted EHR from Oracle Cerner. The support of this EHR will be shared between Oracle Cerner AMS/MSD teams, DPH Office of Information Technology (OIT) and the Division of Community Health Services (CHS). AMS/MSD will provide a defined level of support. OIT and CHS will be responsible for supporting the remaining features of the EHR environment. These features include new Custom Reports/CCL & Report/CCL Alterations, Report Design, new MPages, validation of Service Packages, management of Printers and RRD Hardware, end user training, new user accounts, interface issues outside of the Cerner feed and workflow changes. Assistance with implementation of new pharmacy module.

Responsibilities:

These positions provide application technology expertise and direction in the application support/development/implementation of highly complex enterprise-wide cross functional programs or projects for the Cerner application. May lead to resolution of highly complex problems. May occasionally work on projects, engaged in enterprise-wide projects as a team member or as a team leader. Acts as subject matter expert for multiple areas. Leads a cross functional team to troubleshoot highly complex hardware, software, and system problems. This position will be a part of the team responsible for supporting these new solutions and day-to-day operations of the EHR.

    • All source code (compiled and un-compiled) will become the sole property of

    the South Carolina Department of Public Health. Any source code, data,

    product, or functionality resulting from this SOW or previously

    owned/developed by DPH will remain the sole property of DPH and is not to


    be incorporated into the core product of any vendor's application. Any

    modifications and interfaces developed under said contract will not be used by

    the contractor for any independent project of the contractor or published or

    publicized by the contractor without written permission of DPH.

    Payment Schedule:

    All timesheets shall be entered and approved weekly, and invoices will be submitted

    and paid monthly. The State will not pay any extra costs (i.e. Travel, employee

    contract.

    The IT System/Business Analyst plays a critical role in bridging business needs with technical solutions. This position is responsible for translating business requirements into actionable technical specifications, fostering strong relationships with stakeholders, and driving standardized processes across the IT enterprise. The ideal candidate has strong problem-solving skills, a solid understanding of business priorities, and the ability to recommend and implement effective solutions.


    Key Responsibilities

    • Collaborate with Project Managers across multiple organizations to track progress, identify risks, communicate status, and assess business impacts.
    • Maintain accurate project documentation, including project lists, status reports, and budgets.
    • Proactively stay current with trends and best practices, leveraging expertise to deliver consistent, standardized, and high-performing solutions.
    • Translate business requirements into feasible technical designs, reports, and solutions that enhance productivity and efficiency.
    • Engage regularly with business stakeholders to coordinate and communicate project progress, challenges, and achievements.
    • Manage requirement changes and ensure alignment with business priorities.
    • Partner with Quality Control, Project Managers, and Technical Leads to ensure business acceptance of deliverables.
    • Conduct business process analysis, documenting current and future workflows, systems, and requirements.
    • Develop use cases, functional models, process flows, and wireframes to support solution design and communication.


    Qualifications & Skills

    • Ability to clearly communicate complex technical concepts in non-technical terms to business stakeholders.
    • Strong IT knowledge and domain expertise in systems being developed or enhanced.
    • Excellent collaboration, multitasking, and organizational skills.
    • Strong written and verbal communication abilities.
    • Experience with Agile practices, including eliciting and refining requirements into user stories.
    • Proficiency with Microsoft Word, Excel, PowerPoint, and JIRA.


    Education

    • Bachelor's degree in Computer Science, Business, or a related discipline preferred.
